中文摘要：一个国家海洋经济的发展及其治理状况与其所处的海洋法治文化息息相关。近年来,我国海洋经济发展迅速,但在取得巨大经济效益的同时,也带来了诸多问题,其根本原因就在于中国海洋法治文化的缺失。所以,必须实施海洋法治文化战略,加强海洋法治文化建设;健全海洋法律法规,努力做到"有法可依";深入海洋普法宣传,增强民众法治意识;强化海洋法治教育,开展法治文化活动;改善海洋行政执法,践行海洋法治文化。唯其如此,才能弘扬海洋法治文化,实现人海和谐和海洋经济的持续发展。

外文摘要：The development and the management of a na tion＇s marine economy are closely related to the environment of ocean laws. In recent years, our country＇s marine economy has been developing rapidly and achieved considerable economic benefits, yet is faced with some problems because of the lack of the culture of ruling the oceans by law. Therefore, we must carry out the strategy of the culture of promote the construction of the culture of ruling ruling the oceans by law so that our work has the should popularize ocean laws by enhancing people＇s legal awareness and conducting the oceans by law and legal support. We also education. Finally, we should improve the law enforcement. Only by doing so can we develop the culture of ruling the oceans by law and achieve the harmony between man and oceans and the sustained development of the marine economy.
