中文摘要：农村现代化是推进中国式现代化进程的重要组成部分,而提升乡村治理效能是实现中国式农业农村现代化的关键。聚焦于数字技术赋能乡村治理共同体建构这一核心议题,基于全国38个数字技术赋能乡村治理典型案例,运用扎根理论研究方法,系统探析其内在的构成要素与作用机制。结果表明,数字技术作为核心要素、多元治理主体作为基础性要素、结构作为社会性要素、资源作为空间性要素、心理作为情感性要素构成数字技术赋能乡村治理共同体建构的重要要素。同时,数字技术通过“工具-机制-价值”三重嵌入路径,分别激活乡村治理共同体的社会性、空间性与情感性,进而实现结构、资源与心理的三维赋能;其中社会动员、利益联结与激励约束三大运行机制是保障共同体稳定运行与高效发展的关键。研究结论为理解数字技术赋能乡村治理共同体的生成逻辑提供了本土化理论解释,并对推动乡村治理体系和治理能力现代化具有一定启示意义。

外文摘要：Rural modernization is an important component of advancing the Chinese path to modernization,and enhancing the effectiveness of rural governance is a key in achieving the Chinese path to agricultural and rural modernization.This paper focuses on the core issue of digital technology empowering the construction of the rural governance community.Based on 38 typical cases of digital rural governance across the country,it uses the grounded theory research method to systematically explore its internal constituent elements and action mechanisms.The research finds that digital technology as a core element,multiple governance subjects as a fundamental element,structure as a social element,resources as a spatial element,and psychology as an emotional element constitute the important elements of digital technology empowering the construction of the rural governance community.At the same time,digital technology activates the social,spatial and emotional aspects of the rural governance community through the"tool-mechanism-value"triple embedding path,thereby achieving three-dimensional empowerment of structure,resources and psychology.Among them,the three operational mechanisms of social mobilization,interest connection and incentive and restraint are the key to ensuring the stable operation and efficient development of the community.The integrated theoretical framework of"elements-paths-mechanisms"constructed in this study compensates for the lack of systematicity in existing research provides a localized theoretical explanation for understanding the generation logic of the digital rural governance community,and has implications for promoting the modernization of the rural governance system and governance capacity.
