中文摘要：中国农业已步入高质量发展阶段,但就目前来看,中国农业发展依旧未能摆脱基础薄弱、后劲不足的问题,而作为重要农业投融资模式的政府和社会资本合作(PPP)则为上述问题的解决提供了新思路。本文基于中国31个省份2001—2020年的面板数据,运用多时点双重差分模型考察了农业领域PPP项目实施对农业高质量发展的影响及作用机制。研究发现:农业领域PPP项目实施对农业高质量发展产生显著正向影响,该结论经过一系列稳健性检验后依然成立。机制检验结果显示,技术创新效应、人力资本效应和生态环境效应是农业领域PPP项目推动农业高质量发展的主要原因。异质性结果显示,相比其他地区,农业高质量发展水平较低地区的农业领域PPP项目实施显著推动了农业高质量发展,东北地区和西部地区的农业领域PPP项目实施显著推动了农业高质量发展。

外文摘要：China’s agriculture has entered the high-quality development stage,but at present,our country agriculture development still cannot get rid of the weak foundation,insufficient momentum of the problem,and as an important agricultural investment and financing mode of government-private capital cooperation(PPP)for the solution of the above problems to provide new ideas.Based on the panel data of 31 provinces in China from 2001 to 2020,this paper uses the multi-time difference-in-differences model to investigate the impact and mechanism of the implementation of PPP projects in agriculture on the high-quality development of agriculture.The study finds that the implementation of PPP projects in agriculture has a significantly positive impact on the high-quality development of agriculture,and the conclusion is still valid after a series of robustness tests.The mechanism test results show that technological innovation effect,human capital effect and ecological environment effect are the main reasons for the PPP project in agriculture to promote the high-quality development of agriculture.The heterogeneity results show that compared with other regions,the regions with higher levels of high-quality agricultural development have significantly promoted the high-quality agricultural development,and the implementation of agricultural PPP projects in the northeastern and western regions has significantly promoted the high-quality agricultural development.
