中文摘要：东海、黄海以及南海都有建立区域性海洋渔业秩序的必要性,构建中需要解决两对矛盾,一是海域内渔业捕捞活动的增加和海域渔业治理机制相对滞后的矛盾;二是国家的个别利益和海域周边国家的共同利益之间的矛盾。第一对矛盾是表象,第二对矛盾是实质;第一对矛盾是果,第二对矛盾是因。以人类命运共同体思想为核心伦理,以可持续发展、和平、正义为价值追求。我国在建设海洋强国的过程中应积极参与海洋新秩序的构建,努力提升区域性海洋渔业秩序中的话语权。

外文摘要：It is necessary to establish regional marine fishery order in East China sea,Yellow Sea and South China Sea.Two pairs of contradictions should be solved.The first one is the contradiction between the increase of fishing activities in the area and the relatively delayed fisheries governance mechanism;the second one is the contradiction between the individual interests of the country and the common interests of the countries surrounding the sea.The first pair of contradiction is the externals,the second pair of contradiction is the substance;the first one is the effect,and the second one is the cause.We should take the community of shared future for mankind as the ethical foundation,at the same time pursue sustainable development,peace and justice as the value pursuit in establishing the order.Under the national strategy"construction of marine power",China will find her own way to participate in establishing new regional marine fishery order and make great efforts to improve discourse power.
