中文摘要：全面从严治党重大战略的提出与实施,对于全面提升中国共产党的执政能力及自身建设能力,具有重要意义。要创造性地完成这一任务,必须立足新时代背景,确立正确的治党原则。必须处理好从严治党与国家及社会治理中的非对等关系,及组织内部治理与外部力量参与的关系、从严治党的动力与压力关系等多方面的复杂关系。在此基础上,可创造性地进行新时代的制度群建设、思想观念建设及政治生态建设。

外文摘要：The proposal and implementation of the major strategy of full and strict governance over the Party in an all-round way is of great significance to the overall improvement of the ruling ability of the Communist Party of China.To accomplish this task,we must base ourselves on the background of the new era and establish the correct principle of governing the Party.We must deal with the following complex relations:the non-reciprocal relationship between strict governance of the Party and state and social governance,the relationship between internal governance and external force participation,and the relationship between power and pressure of strict governance of the Party.On this basis,the construction of system group,ideology and political ecology in the new era will be carried out.
