中文摘要：本文基于海洋战略性新兴产业的系统、流程和政策特性,构建一个融合培育系统、培育机制和培育政策的产业培育模型,并基于广东海洋战略性新兴产业培育的基础,在培育系统构建、培育机制优化和培育政策建议三个层面进行模型应用的实证分析,以期在理论和实践上解决困扰当前海洋战略性新兴产业培育的现实问题。

外文摘要：This paper based on the characteristics of marine emerging industries,builds an industry cultivation model with cultivation system,training mechanism and training policy.Based on the basis of Guangdong marine strategic emerging industries,it conducts a demonstration analysis on the model application from the perspectives of the cultivation system construction,cultivation mechanism optimization and training policy recommendations,in order to solve the problems of China＇s current maritime strategic emerging industries.
