中文摘要:在当今海洋科技创新合作网络化背景下,现有研究对于我国如何有效利用国际和国内不同层次的海洋科技创新系统来推动落实“海洋强国”战略决策的理论认识依然存在较大不足。为了弥补该研究不足,本研究以海洋科技创新领域的典型知识密集型产业——海洋生物医药为研究样本,基于Scopus数据库所收录海洋生物医药科技文献数据来构建海洋科技创新多层次合作网络,即国际海洋科技合作网络和国家内部海洋科技创新合作网络;然后进一步结合匹配Derwent专利数据库所收录各个国家在海洋生物医药领域的发明专利来测度它们在该领域所取得的海洋科技创新绩效;紧接着从国际和国家内部2个层面去探讨海洋科技创新多层次合作网络交互关系及影响机制。研究发现:国家嵌入到国际海洋科技合作网络中有助于获取全球创新资源,而国家内部海洋科技创新合作网络功能作用主要体现在消化吸收国家外部科技创新资源;国际层次和国内层次的海洋科技创新合作网络存在着协同交互作用,共同影响国家海洋科技创新绩效的实现。总之,本研究为我国如何有效地统筹利用海洋科技创新国内外“双循环”系统来更好地推动科技创新和支撑“海洋强国”建设具有重要现实意义。

外文摘要:In the context of today's ocean technological innovation collaboration networks,existing research still lacks an in-depth investigation of how countries around the world leverage domestic and international marine science and technology innovation networks to implement the strategic policy of building a“maritime power”.To address this gap,this study focuses on the marine biopharmaceutical industry-a typical knowledge-intensive sector within marine technological innovation-as a case study.Using marine biopharmaceutical literature data from the Scopus database,we construct a multi-level collaboration network that includes both international and national marine science and technology cooperation networks.Additionally,by analyzing invention patents from the Derwent patent database in the marine biopharmaceutical field,we assess the technological innovation performance of different countries.We then explore the interactive relationships and influence mechanisms within these multi-level collaboration networks,both internationally and domestically.Our findings suggest that a nation's integration into international marine science and technology collaboration networks facilitates access to global innovation resources,while its internal marine innovation networks primarily serve to absorb and assimilate external technological innovations.We also find that there is a synergistic relationship between international and national marine technological innovation networks,which jointly impact a nation's innovation performance.Specifically,when countries occupy central positions in international marine technological innovation networks,their performance improves as network centrality and structural holes increase.However,when network centrality and structural holes become excessively large,they negatively affect innovation performance.This“double-edged sword”effect is moderated positively by the density of a country's internal marine technological innovation network.In conclusion,this study,from the perspective of multi-level collaboration networks,provides an in-depth analysis of marine technological innovation cooperation.It highlights the different functional roles of international and national innovation networks in supporting a nation's technological development.The findings have significant practical implications for China,particularly in coordinating domestic and international“dual circulation”systems to better promote technological innovation and support the construction of a“Maritime Power”.
