中文摘要：广东渔业生产风险很高,风险保障缺失导致广东渔业经济损失严重,实施政策性渔业保险,保障渔业安全生产非常紧迫。十多年来,广东省政策性渔业保险取得了可喜进展,但进一步发展还面临很大困境。本文借鉴渔业保险发展的先进经验,就政策性渔业保险模式选择进行了探讨,提出了适合广东的"以政府支持下的渔业相互保险公司为主,辅以商业渔业保险公司"的运行模式,并为政府提供了具体的政策建议。

外文摘要：It is very urgent to actualize policy insurance on fishery in Guangdong since the serious losses in Guangdong fishery economics brought by the huge risks. There are still many difficulties in further development though Guangdong fishery insurance has made great progress in the past sixteen years. Based on some experiences, the paper discusses the model of the policy insurance on fishery, proposes the proper model to Guangdong policy insurance on fishery, that is ＂take the fishery mutual insurance supported by the government as the dominant part while the fishery commercial insurance as the accessorial part＂, and offers the specific policy to the government.
