中文摘要：新经济作为一种新业态,我国新经济的发展仍旧存在创新力不足,发展不平衡,分配机制不尽完善,产能效率低,市场竞争机制不充分,劳资关系紧张,社会保障机制不完善,法律机制不健全,监管套利现象比较普遍,各种错综复杂的社会、经济、法律问题亟待解决。为了确保新经济的高质量发展,必须不断完善我国新经济的法治建设,优化营商环境,建立由政府主导,市场主体、社会组织、社会大众共同参与的新经济治理机制,完善新经济发展的配套措施,建立公平、自由、高效、安全和环保的新经济社会经济秩序。

外文摘要：As a new business form,the development of the new economy in China still has shortage of innovation,unbalanced development,imperfect distribution mechanism,low production efficiency,inadequate market competition mechanism,labour relations are strained,social security system is not perfect and the legal mechanism is not sound,the regulatory arbitrage phenomenon is relatively common,and various complicated social,economic,and legal issues are waiting to be resolved.In order to ensure the high-quality development of the new economy,we must constantly improve the establishment of the new economy’s legal institution,optimize the business environment,establish a new economic governance mechanism led by the government,with the participation of market subjects,social organizations,and the public to improve the development of the new economy supporting measures to establish a fair,free,efficient,safe,and environmentally friendly social economic order for the new economy.
