中文摘要：我国公共事物从来都是由政府垄断性经营与管理的 ,在市场经济发展到一定阶段 ,社会公共产品逐步向私人产品特征转化的情况下 ,这种政府垄断经营就被演变为部分人的寻租源泉 ,由此越来越反映出政府在公共事物经营管理方面的不经济或高成本现象。其根本原因是 ,公共事物与其他企业一样 ,在整个经营管理活动中存在着内部人争夺利益的问题。由于政府垄断使得公共事物的产权主体不明确 ,故管理活动不能到位。只有当公共事物在民营化改革后 ,随着产权的明晰 ,管理才能到位 。

外文摘要：Public products were monopolized administrated and managed by government in our country. When the market is developed to a stage, and social public products are gradually conversed to private products, this kind of government monopolize administration is varied the reprise fountain of some people, and reflex the uneconomical or high cost phenomenon of government in public product administration. The prime cause is, just like other business, there are interiors who are scrambling the benefit in public product administration. The corpus is not definitely because of government monopolized. It is only when the public products have been Privatized that the corpus can be definitely, the high cost can be decreased. At last, we choose some causes to support the theoretic exactness of point of view.
