中文摘要：目前我国科研项目重复申报问题严重。文章分析了造成重复申报的原因,提出在制度上要禁止项目重复申报,在项目申报上要提供查新报告,在查新资源上要依靠科研项目数据库,利用备案的科研项目查重,是避免重复申报的有效办法。

外文摘要：At present,the repeated declaration of scientific research projects is in serious condition in China.This paper analyzed the reasons of repeated declaration and pointed out that repeated declaration of projects should be prohibited in system building,and sci-tech retrieval report should be provided in project declaration,and retrieval resource should rely on scientific research project database,and duplicate checking should use recoded projects.
