中文摘要：由于捕捞等经济行为存在外部不经济性,常常会导致海洋渔业资源利用的滥用和低效性。本文通过对南海海洋渔业资源日渐衰退现象的经济学分析,从征税、界定产权、创新渔业权制度、政府转变职能、创新管理执法模式、发展渔民合作经济组织等视角出发,提出了实现南海海洋渔业资源可持续利用的路径及政策建议。

外文摘要：Marine fishery resources often in abuse and inefficient use as a result of the non-economic in fishing activities. On the basis of the economic analysis of growing decline of marine fishery resources in South China Sea, this paper proposed path and policy recommendations to achieve sustainable use of marine fishery resources from the following view points： levy taxes, define property right, innovate management enforcement system, change government function, renew the management of law enforcing mode, develop fisherman cooperative economic organization, etc.
