中文摘要：失能老人是一个特殊的老年人群体,医养结合服务是解决他们养老问题的根本。为实现医养结合服务针对性、全覆盖、长期性、高质量、低成本的现实要求,需要在服务模式、服务主体、服务内容、服务方式、服务保障等方面不断实现医养结合服务的创新发展。青岛实行的长期医疗护理保险制度,为医养结合服务提供了实践性的创新成果。基于该制度,医养结合服务可以获得更多的创新思路和空间,以更好解决失能老人的养老问题。

外文摘要：The disabled elderly is a special group, the Medical and Maintenance model is the core to solve their problems. In order to realize the reality requirements of pertinence, full covering, long-term, high quality and low cost of Medical and Maintenance model. The government needs to continue to realize the innovation and development of the Medical and Maintenance model in service model, service provider, service content, service method, service guarantee and other aspects. Qingdao＇s long-term Medical and Nursing Insurance System provides Medical and Maintenance model a practical innovation achievement. Based on this system, Medical and Maintenance model can get more innovation mentality and space in order to better solve the problem of pension for the disabled elderly.
