中文摘要：我国大学学科体系的设定，存在重理论与技能、轻意识与德行的培养偏差问题，这在分支体系海洋学科建设中表现得尤为明显。由文化战略高度看我国海洋文化，则其是未来国家发展的重中之重。而我们对这一文化的重要载体——渔民社会却知之甚少，并有意将其置位于农业社会的末梢。如今方兴未艾的海洋强国建设，有理由让大学承担起这一人为的“短板”——由大学通识教育入手，培养国家未来主人的意识，完成强国梦的海洋版图。

外文摘要：There is adeviation in Chinese university setting system that is value theory and skills,and despisec onsciousness and moral,which is particularly evident in the construction of marine science subject. Our marine culture from the perspective of cultural strategy is future development a top priority. But its important carrier of culture—fishermen community is known, and we intend to put it in the agricultural society of peripheral. Today marine power construction is in the ascendant, there is reason for universities to take on this man-made short Board—by the university general education, we cultivate our undergraduates’ consciousness of the future master so as to complete the marine landscape of power dreams.
