中文摘要：2020是脱贫攻坚战的收官之年,也是消除绝对贫困验收之年。在绝对贫困基本消除之后,农村相对贫困现象将成为重点关注的领域。农村相对贫困主要源于乡村低收入人口占比高、农民社会保障不到位、公共服务与基础设施不足、乡村生产方式和生产力的现代化程度不足等原因。消除乡村相对贫困的有效路径在于建立长效治理机制。一是建立动态与多维的相对贫困识别系统。二是加强乡村相对贫困治理的顶层设计,完善各项社会保障制度。三是采取有效措施,强化乡村基层组织的现代化建设。四是通过因地制宜发展绿色产业、打造“线上+线下”一体化互联网营销模式、建设城乡区块链等举措,全面建构乡村减贫赋能的现代化生产经营模式。

外文摘要：2020,as the end of the fight against poverty,is also the year to eliminate absolute poverty. After the absolute poverty is basically eliminated,the rural relative poverty will become the key. The relative poverty in rural areas is mainly due to the high proportion of low-income population in rural areas,inadequate social security for farmers,insufficient public services and infrastructure,and insufficient modernization of rural production mode and productivity. The effective way to eliminate rural relative poverty is to establish a long-term governance mechanism. One is to establish a dynamic and multidimensional system for identifying relative poverty. The second is to strengthen the top-level design of rural relative poverty governance and improve various social security systems. The thirdly,effective measures are taken to strengthen the modernization of rural grassroots organizations. Fourth,through the measures of developing green industry according to local conditions,creating " online + offline" integrated internet marketing mode,and building urban and rural block chain,we should comprehensively construct the modern production and operation mode of rural poverty reduction and empowerment.
