中文摘要：面对日益严峻的耕地保护形势,守住基本农田这块真正的"保命田"显得尤为重要。运用外部效益理论、边际收益理论以及代价性损失和过度性损失理论,划分基本农田和建设用地两种用地类型,分析两种用地类型外部效益影响下市场失灵和政府失灵时基本农田配置的内在机理,据此提出相应的基本农田管制对策建议。

外文摘要：Facing the increasingly severe situation of cultivated land protection, it becomes extremely important to preserve basic farmland, which is the real life-saving farmland. In this paper, firstly, based on external effect theory, marginal product theory, expense loss and excessive loss theory, two land types are classified, namely basic farmland and construction land. Then, under the circumstances of market failure and government failure, the internal mechanism of basic farmland allocation is analyzed according to different external effect of two land types. Lastly, some possible suggestions on countermeasures for basic farmland control are proposed.
