中文摘要：由于近海渔业资源衰退、中越北部湾划界以及广东省渔业经济结构调整等因素的影响,捕捞渔民转产转业已成为必然趋势。广东省自2003年启动渔民转产转业工作以来,经过不懈努力,渔民转产转业取得了阶段性成效。但是,从总体上看,渔民转产转业的任务依然繁重,尤其是渔民转产转业过程中还存在一些困难和亟需解决的问题。加快渔民转产转业,必须加大政策扶持力度、拓展就业渠道、加强渔民技能培训和充分发挥渔业经济合作组织的作用。

外文摘要：Due to the impact from decline of offshore fishery resources, Beibu Gulf delimitation with Vietnam and economic restructuring of Guangdong fishery, fishermen＇s transfer to civilian jobs become the inevitable trend. Since 2003, Guangdong has been implementing the project of fishermen＇s transfer to civilian jobs, with unremitting effort, this project has achieved stage result. However, in general, the tasks are still heavy, especially there are some difficulties and problems needed to be tackled in the process. We have to promote further supportive policies, afford job opportunities on a more extensive scale, strengthen the contribution to fishermen＇s skill and give full play to fishery organization for economic cooperation.
