中文摘要：中华民族不但率先于世界其他民族走向海洋,而且在搏击茫茫瀚海的过程中,创造了璀璨的海洋文化,为世界海洋文化的繁荣作出了重要的贡献。海洋文化在郑和时代达致巅峰,随后直转急下。一出把中国推向世界,但却没有把世界带给中国的可谓既是历史亮点,又为历史拐点的交织着自豪与悲情的历史壮举,在郑和手中悄然落幕。此后中国由开放走向内敛,乃至完全封闭,进而造成中华民族在近代化进程中的最终落伍。进入21世纪,中国终于迎来和平发展的大好良机,世界各国都把发展目光转向海洋,藉此需要我们积极策应,努力在全社会范围增强海洋观念和海洋战略意识,重塑海洋文化自信,推动并繁荣海洋文化与经济协调互动发展,走海洋强国之路。

外文摘要：China once took the leading position towards the ocean than other nations, created bright ocean culture by fighting the boundless vast, and made contribution to the prosperity of world ocean culture. It is the age of Zheng He that led the ocean culture to the highest point and pushed China toward the world, but it didn＇t bring China to the world. The age of Zheng He is the composition of historic bright period and historic inflexion. Since then China began to close its door to the world. This made China drop behind the other countries. In the 21st centuries, the international communities all turn to the ocean, and China is facing a good opportunity of peaceful development. As a result, China should act actively, strengthen the ocean idea and the ocean strategy consciousness, rebuild self-confidence of ocean cultural, push and prosper the ocean culture, and moderate interactive development of ocean culture and economy.
