中文摘要：海洋是支撑未来发展的资源宝库和战略空间,有必要研究海洋开发与生态环境的响应关系,厘清二者之间的平衡点。本文对中国沿海11省市2006-2022年间近海开发发展水平和海洋生态环境状况构建评价指标体系进行综合评估分析,对二者响应函数进行曲线拟合,分析全国和三大海洋经济圈区域层面的响应情况,通过多元回归模型探索近海开发过程中海洋生态环境响应关系的影响因素。结果表明:(1)中国近海开发综合水平整体呈现逐年稳步上升的趋势,而海洋生态环境综合水平呈现逐年波动下降的趋势。(2)全国层面,近海开发进程中海洋生态环境响应状态大部分为“胁迫”态势,2020年短暂地发展为“正响应”态势;区域层面,北部海洋经济圈的生态环境系统响应状态从“胁迫”变为“正响应”,东部海洋经济圈的生态环境系统响应状态变化过程为“胁迫-正响应-胁迫”,南部海洋经济圈的生态环境系统响应状态在观测期内一直呈“胁迫”态势。(3)中国海洋生态环境治理具有成效,在近海开发高速发展中优化海洋产业结构,不断巩固生态环境治理成果,为海洋生态文明建设奠定良好基础。

外文摘要：The ocean serves as a strategic space and vital resource base for future development.It is crucial to understand how marine development influences ecological conditions,and to identify a balance between the two.This study assesses and analyzes the development level of nearshore marine activities and the status of the marine ecological environment in 11 coastal provinces and municipalities in China from 2006 to 2022.Curve fitting is used to analyze response relationships at both the national level and within the Northern,Eastern,and Southern Marine Economic Zones.Multiple regression models are used to identify factors driving responses during the development process.The results indicate that:(1)China's overall offshore development level has steadily increased,whereas the marine ecological environment has generally shown a fluctuating downward trend;(2)nationally,ecological response to development has mostly remained in a"stress"state,with a brief transition to a"positive response"in 2020.Regionally,the Northern Marine Economic Zone has shifted from"stress"to"positive response",the Eastern Marine Economic Zone exhibited a cycle of"stress positive response stress,and the Southern Marine Economic Zone remained in a persistent"stress"state;(3)improvement in marine ecological governance,optimization of marine industry structure and strengthened ecological protection measures have contributed to maintaining ecological stability amid rapid coastal development.These findings provide a foundation for supporting marine ecological civilization and sustainable coastal management.
