中文摘要：网约车类共享经济利用网络平台把闲置的私家车接入租车服务行业,并通过网络技术对司机乘客进行精准的配对,减少交易成本,使资源配置达到最优效率。网约车一定程度上缓解了出租车运力紧张打车难的问题,促进了就业,而且有利于转变"物质化"的消费观,减少浪费,节约能源,发展绿色环保型生态文明社会。网约车类共享经济是市场参与公共资源配置的新的经济模式,也是对"公地悲剧"理论的修正。目前网约车类共享经济因涉嫌非法营运引发了不少社会和法律问题,应构建网约车类共享经济的治理模式。

外文摘要：Network car sharing economy use Internet platform to make idle private car access to the car rental industry by technology,match the drive and the passengers for precise,reduce transaction costs,the allocation of resources to achieve optimal efficiency. To some extent,Network car the problems of difficult to take taxi cab and strained,to promote the employment,but also to change the ' materialization' of consumption,reduce waste,save energy,the development of green environmental protection ecological civilization. Network car sharing economy that is the new economic model of public resource allocation make market participate in the new economic model of public resource allocation,and revisions to the theory of ' tragedy of the Commons'. Network car class sharing economy on suspicion of illegal operation caused many social and legal issues,should build web about car class sharing economic governance mode.
