外文摘要：On the basis of understanding the basic idea of sea territorial,the author analyzed the features of China sea territorial resources,the present situation and the existing questions,and then put forward to the exploitation strategy of China sea territorial resources from the aspects as follows:thinking,the strategy of science and technology,principle of exploitation,the system of management,industry structure and utilization and conservation of sea territorial resources.
