中文摘要：统一社会保障法的基本原则意义重大。根据社会保障法的立法精神,我国社会保障法应确立以下五项基本原则:生存保障权原则、保障对象普遍性和特殊性相结合原则、基本生活保障原则、社会化原则、社会保障基金利用原则。

外文摘要：There are different views about the basic principles o f the Social Security Act in the legal area. According to the character of the S ocial Security Act, the author give arise to five fundamental principles in Chin ese Social Security Act, such as: the principle of survival security right, the principle of universality and specialty combined in the security target, the sec urity principle of basic living,the sociality principle and the principle of th e exploiting of social security fund.
