中文摘要：生态文明建设背景下"美丽中国"已成为中国人的梦想。湿地作为"美丽中国"的重要组成部分,以专项立法对其予以保护是必然的选择。目前,尚无国家层面上的湿地保护单行法律,地方性湿地保护条例已有22部,但大多存在着相关概念定义模糊、立法理念滞后、管理体制不健全等问题。应当明确湿地的法律概念、遵循科学的立法理念、健全湿地保护的管理体制等助力我国湿地保护工作的稳步推进。

外文摘要：Under the background of Ecological Civilization, beautiful China＂ has become the Chinese dream. As an important part of ＂ beautiful China＂,it is an inevitable choice to protect wetland with special legislation. At present,there are no national level of wetland protection laws,but there are 22 local wetland protection regulations. But most of the the relevant concepts are fuzzy, legislative ideas are outdated and the management vsystem is not perfect. It is necessary to clarify the legal concept of wetland, follow the scientific concept of legislation, and improve the management system of wetland protection to help China＇s wetland protection work steadily.
