中文摘要：广州作为中国特大城市的代表,在基层社会治理创新中,对"三社联动"机制的探索走在全国前列。但广州"三社联动"机制还存在社区治理模式有待创新与优化升级、社会组织的发展空间与自治能力略显不足、社会工作缺乏健全的体制保障与政策支持、"三社联动"缺乏有效的联动机制等诸多困境。因此,必须完善"三社联动"的运行机制,增强特大城市基层社会治理实效,以不断推进特大城市基层社会治理现代化。

外文摘要：The mechanism of "Three-social linkage" is an important strategy in the modernization of grass-roots social governance. As the representative of China's megacities, Guangzhou has also played a leading role in the exploration of the mechanism of "Three-social linkage" in the innovation of grass-roots social governance in the country. Through practical experience, Guangzhou's "Three-social linkage" mechanism still exists difficulties. Community governance model needs to be innovated and upgraded. Furthermore, social organization development space and autonomous ability is slightly insufficient, lack of system guarantee and policy support for social work and lack of effective linkage mechanism for "Three-social linkage" mechanism.As such, the scientific and rational urban community development strategy should be formulated, social organization cultivating support mechanism should be established, the governance environment of social work should be optimized, and the operating mechanism of "Three-social linkage" should be improved to enhance the urban grass-roots social management effectiveness and to promote the modernization of urban grass-roots social governance in megacities continuously.
