中文摘要：在中国大学转型过程中,对高校行政权力运行的制约和监督既有其深刻的历史根源,也是应对当前高校行政权力运行失范导致的一系列负面效应的必然结果。在现代大学视域下,高校内部权力结构不科学、高校行政权力运行边界不清晰、校务公开不彻底是影响对高校行政权力运行的制约和监督效果的主要因素,建议通过重构高校内部权力结构、再造高校行政权力运行流程、加强校务公开和制度建设,提高对高校行政权力运行的制约和监督的效果。

外文摘要：During the transition of modern univ ersity, restricting and supervising higher education institutions administrative power is not only a problem left by history, but also the result of resolving corruption at present. From the view of modern university, mess power structure, unclear power exercise mechanism and incomplete opening system are the keys for power restriction and supervision. This paper gives suggestion as follows： reconstructing power structure, rebuilding power exercising mechanism, reinforcing the construction of opening system and strengthening the restriction and supervision of administrative power.
