中文摘要：相较于传统的科技项目申报制,"揭榜挂帅"是以重大科技创新需求为导向、通过资源整合和选贤任能、创新科技经费管理方式、推动开放创新和协同发展的一种新体制、新机制和新模式。在实践探索中,各地在组织流程、榜单制作、宣传推介、评审揭榜以及经费支持等方面采取了行之有效的措施,但也出现了市场和社会力量主动性低、技术需求过于集中、供给资源有限、资金激励效应不足、揭榜后续服务缺乏规范等问题。鉴于此,应充分发挥市场和社会力量的主动作用,实现多层次、宽领域的技术需求征集,推行全球资源有效配置,提高资金使用效率,完善项目服务和规范措施,以推动"揭榜挂帅"创新发展。

外文摘要：Compared with the traditional declaration system of science and technology projects, "An Open Competition Mechanism to Select Best Candidates to Lead Key Research Projects"is a new system, new mechanism and new mode, which is guided by the needs of major science and technology innovation, through resource integration and appointment of talents, innovation of science and technology funds management, and promotion of open innovation and collaborative development.In practice and exploration, all places have taken effective measures in terms of organizational processes, list production, publicity and promotion, evaluation opening, and fund support. However, there are also some problems, such as low initiative of market and social forces, too concentrated technology demand, limited supply resources, insufficient fund incentive effect, and lack of standardization of ranking follow-up services. So, we should give full play to the active role of market and social forces, realize multi-level, wide-area technical needs collection, implement effective configuration of global resources, improve fund use efficiency, project services and norms, so as to promote "An Open Competition Mechanism to Select Best Candidates to Lead Key Research Projects"innovation and development.
